Dean Niño M. Kabiling RCrim. is a distinguished criminologist and educator, serving as the Dean of the College of Criminal Justice Education and Forensics (CCJEF) at Holy Angel University in Angeles City, Philippines. He is the youngest dean who got appointed at the age of 25.

He got his BS in Criminology, MS in Criminal Justice with a Specialization in Criminology, and a Doctor of Philosophy in Criminology from the Philippine College of Criminology in Manila in 2011, 2014, and 2017, respectively. He is also a Registered Criminologist with multiple government eligibilities, including Career Service Professional, Fire Officer, and Penology Officer Eligibility, where he secured second place in 2016.
