Dr. G. K. Goswami, IPS
Dr. G. K. Goswami, M.Sc., LLM, PhD (Medicinal Chemistry), PhD (Law), DSc (Forensic Sciences and Law) hails from the rural part of the State of Uttar Pradesh in India. His father was a farmer and a school teacher and mother a home maker. He joined IPS in 1997 and borne in the State of Uttar Pradesh. Currently, he is the Founding Director of the Uttar Pradesh State Institute of Forensic Sciences (UPSIFS), Lucknow, India in the rank of Additional Director General of Police. In 2022, he has concluded the Fulbright-Nehru Academic and Professional Fellowship (2020-21) as Flex Awardee hosted by Prof. Jens David Ohlin, the Dean of the Cornell law School, Ithaca NY on the global legal challenge “Wrongful Convictions and Innocence Claims”. During this academic endeavour he travelled length and width of the United States and interacted with hundreds of domain experts including stalwarts like Prof. Barry Scheck, Prof. Justin Brooks, Prof. Saul Kassin, Prof. Brandon Gannett, Prof. Marrisa Boyers Bluestine, and Dr. Peter Stout. Earlier he has served as the Chief of Anti-Terror Squad (ATS) of the State of Uttar Pradesh (UP). He has also served for more than 07 years on deputation to the Government of India in various capacities in the prestigious Central Bureau of Investigation (CBI), India. Earlier, on foreign deputation, he served as an expert on organized crimes in the United Nations Office on Drug and Crime (UNODC) and had an opportunity to visit across globe to share experience and views on wide spectrum of issues related to policing and law enforcement. In the State of UP, he served as District Police Chief (SSP) in various districts including Lucknow, Agra, Varanasi, NOIDA, Moradabad, Etawah, SSP ATS (operational Chief) etc. Hon’ble President of India has honoured him 2nd Bar by decorating three times with Police Medal for Gallantry, the highest national award for Police. He is also proud recipient of the Police Medal for Meritorious Service conferred by the Hon’ble President of India. His Excellency the Governor of Uttar Pradesh has also conferred upon him Gold Medal for Gallantry. During journey as a civil servant, he earned several other Accolades and Commendations from the Government of India and the Govt. of UP, senior ranks and the public at large. He did MSc (Chemistry) and also studied Life Science in Jawaharlal Nehru University, Delhi for MPhil/PhD course. The First PhD he earned in the field of Medicinal Chemistry. Pursuing academic interest, while serving in police, he transformed himself into a student of Law and won several Gold Medals and Commendations in his legal academic endeavour of LL.B. (Lucknow University, Lucknow) and LL.M. (Indian Law Institute, New Delhi). In 2018, awarded second Ph.D. from Tata Institute of Social Sciences, Mumbai tiltled “Enabling Access to Justice in Sexual Offences: Role of DNA Profiling”. In 2020, the National Forensic Sciences University (NFSU), Gandhinagar has awarded him prestigious D.Sc. (Post-doctoral degree) on “Role of Forensics in Strengthening Child Rights under the POCSO Act, 2012” under the supervision of Padam Shree Dr. J.M. Vyas, Vice Chancellor. He became FIRST INDIAN to have this prestigious academic distinction at global landscape. In 2024, he has been nominated as a member of the Academic Council of Tata Institute of Social Sciences (TISS), Mumbai. In 2022, he has been awarded prestigious Kumarappa-Reckless Award by the Indian Society of Criminology. TISS, Mumbai; National Law University (NLUD), Delhi; National Forensic Science University (NFSU), Gandhi Nagar; Rashtriya Raksha University, Gandhi Nagar; and Jindal Global Law School, Sonipat in recognition of his academic and professional contribution, have designated him the Distinguished Professor of Law. As an expert on Science and Law, he is invited regularly by various national and state academies and institutes for imparting training to senior judges, bureaucrats, police officers, bankers, academia etc. He is an avid writer especially on exploring interface of Law and Sciences and has authored over four dozen articles in various journals of International and national repute. He authored several books including the latest titled “Handbook of DNA Forensic Applications and Interpretation” reflecting on various dimensions of DNA Profiling in the courtrooms ensuring equitable justice. The book received tremendous response from esteem readers and academia at large across globe. His name figures in the lists of Editorial Board of prestigious academic journals; and he also contributes as a peer reviewer for various Journals on various disciplines of law, policing, evidence, translational Criminology etc. In last more than two decades as public servant, he has visited various Indian States and several countries to share his field and academic experience as guest speaker in various workshops, conferences, educational institutions, law schools, administrative and police academies etc.
